London, Aug. 11. In a letter to the Times, Robert Lim, who signs bimself as "acting Chairman of the Central Union of Chinese Students Great Britain and Ireland," replying to the letter from J. O. P. Bland, cabled on July 26, suggests that the grant for educating Chinese a England could be handled by a committee of Britishers and Chinese. He declares that the methods of government and traders' the officials' or industry in China depend entirely educational antecedents. For example a large majority of Chinese doctors are American trained, consequently American text books. drugs and hospital methods are largely employed. If the British would befriend the Chinese students in England more greatly The effort would not be lost in promoting better economic relations between Britain and China. He denies that the students desire to dominate China and says the Chinese do not desire education to be carried out at foreign expense. Suggestions with regard to the education of Chinese in England were only brought forward when it was indicated that the British Government might see its way to cancel or remit a portion of the Boxer Indemnity.

INTERNATIONAL MOTOR CYCLE RACES.

In the final results of the six day motor cycle races, Switzer- tand won with 2,900 points, Britain was sec:nd with 2,980, and Sweden third with 2.973. The competition for individual ma- chines was carried off by the British A. J. S. vis 2,994 points"," the American Harley-Davidson was second with 2.993, and the Swiss Motosaccebe third with 2,975. The individual lightweight competition resulted in a tie between the Swiss, Condor and the British Levis. The 350 category was carried off by Eric Williams on an A.JS. The sidecar class was won by a Swiss riding a Harley-Davidson.

The State Department has itered à statement, expressing the opinion that the recent oil-lands deeltions in the Mexican Supreme land- Court do not effectively protect the rights of American owners, adsing that they apparently establish à procedent in pro- tecting improved oil-lands from cenfiscations, but do ast guarantee lands in which mining has not actually been begun.
