Paris, Aug. 2 The text of M. Pigure's raply to Germany shows that France requires an assurance that two million sterling will be paid by Aug. 15th. Coercive measures are threatened in the absence of such an assurance by Ang sth. Then to add that a very complete plan of such measures has been decided on, but will not be disclosed at present.

The Permanent Mandates Commission of the League of Nations has insidered the report' of the Japanese Government on the stministration of the Pacife Islands held by Japan under a Man- date Commission. Special attention is brought to beat inter clis on questions concerning labour, regime, regulation of liquor traffic. education, land tenure, and the ascal system. It was arranged that certain points upon which the Commission, desires, further elucidation be dealt with more thoroughly in the next annual report.
THE STRIKE IN ITALY.
Rome, Aug. 2.
The day passed quietly. Public services were maintained regularly and everywhere the railwaymen remained at work. Sol- diers of Fascisti are replacing the striker. The only disturbances were a fight between Communists and Fascisti supporters at Genos. where two Communists were hurt, and a collision at Leghorn where a number of persons were injured. The strike is a complete failure in many town.
FRENCH RAILWAY DISASTER.
Paris, Aug. 2 Graphic details of the accident at Ville Contal (mentioned in Earlier Cables show that the trains were crowded with pilgrims. many of whom were blind and cripplet. The driver of the first engine in crawling up an incline, discovered that the train was over- loaded and the driving wheels refused to grip the fog-damped rails. The train slipped back, increasing in momentum. The driver of the second train saw the runaway approaching and applied the brakes, but was unable to avoid the crash.
THE AMERICAN STRIKES.
Washington, Aug. 2. The Railway Executives have rejected President Harding's proposal that the striking shopmen be reinstated without forfeiting seniority and other rights, but they have conditionally accepted his other two proposals for settling the strike. Firstly: Operators and workmen to agree to recognize the wilding of all decisions of the Railroad Labour Board. Secondly: Carriers to withdraw all law. suits and the Board's decisions to be taken before Boards by either
