THE IRISH CIVIL WAR.

With the end of the Dublin drama the Nationals are giving The process of their attention to the rebels in the country. rounding them up is beginning. There is a critical position at Enniscorthy, County Wexford, where the Irregulars and Nationals cccupy different premises and threatan battle. National reinforce- ments are en route. Fighting is reported at Tipperary, Westmeath, King's County, and Leitrim, but the Nationals are generally gaining the upper hand.
- The Irregulars wrought havoc, at Sligo before, escaping. Heavy casualties in various areas are rumoured but reliable details are unobtainable. The Nationals have taken numerous prisoners.
Mrs. McSwiney and Kathleen Kevin-Barry were immediately released in Dublin. Some reports state that De Valera has been wounded.
Five British naval sloops have arrived in Cork hour.
A Republican bulletin of last evening asserts that the Republican forces are rapidly progressing. It claims the capture of Free State posts at Mount Bellow (Co. Galway) Colloney (Co. Sligo), Ballinamore (Co. Leitrim), Enniscorthy (Co."Wexford), Urlingford (Co. Kilkenny), Skiltbareen. CHINA'S REUNIFICATION.
London, July 7.
The Times in a leader dwells on the significance of the report that the Provisional (Provincial?) Assembly of Kwangtung has proposed the abolition of the Canton Government in favour of the Central Government. It says that Kwangtang is the cradle of revolutionary China and if the Assembly of that Province demands recognition of the Central Government, it is justifiable to assumma that the cause of unification is three fourths won, whatever the Extremist adherents of Sun Yat-sen may say or do It may be the final blow to the hopes of that misguided man to ignore his pre- tensions and enter into direct relations with Yuan-hung. Th: absolute assurance that members of the Canton Parliament are willing to proceed to Peking as a body is still wanting, but the action of the Assembly will surely determine the attitude of the majority and eventually ensure the presence at Peking of a sufficient namber to form a parliamentary quorum.
THE RUBBER PROBLEM.

Presiding at a meeting of the Sampang (Java) Rubber Planta- tions Limited, Mr. R. N. Bingley, referring to the Hague resolution in favour of some form of Government legislation, said the final. decision rested with the Dutch Minister for the Cologies and the Governor-General of the Dutch Indies. He had ever confidence that they would give very serious attention to the matter and that some form of Anglo-Dutch conference would result.
As regards the belief that in the struggle for survival of the 6:test the Dutch Indies" producers were best equipped to see the
struggle through owing to their low cost of production, Mr. Bingley declared that in comparison with the average cost of production in Ceyloa and the Malay States the Datch Indies estates would stand in the order named as regard cheapness of production combined with saffcient upkeep.

The Fiscal Commission appointed last September has conclud- ed its labours. It is understood the report recommends discriminate protection, abolition of countervailing excise duties, Imperial pre ference where no economic loss is caused to India, free flow of foreign capital, appointment of a Tariff Board, and general Indus trialisation of the country.
It is believed unanimity was reached on the majority of the points, but a note of dissent signed by five Indians favours com- plete protection and opposes Imperial preference.
