THE BANK INDUSTRIELLE.

The charges against M. Pernotte which the Eleventh CorrEG- tional tribunal is investigating, relate to two different matters. First it is alleged that Pernotte had a bonus of 200,000 francs, voted him by the Directors of the Banque Industrielle de Chine on 16th January 1920, eredited to his account in taels at the special rate of three francs accorded to Colonial officials, and when the tael reached 22 francs in April 1920, he transferred the sum to France, so that the original 200,000 francs became 1,350,000.

M. Doyen, the expert appointed by the Government to examine the accounts of the Bank, decided that this was a breach of trust. The examining magistrate concurred,

Pernotte is charged with swindling in connection! with the issue of 12,000,000 franes worth of bonus by the Societe Commerciale et Maritime du Paciâque, which was to have been guaranteed by the purchase of ships or by mortgages, but is stated to have been placed in the general funds of the Banque Indus- trielle, which paid the societe five per cent.

11. Pernatte denies the charges. As regards the conversion of the 200,000 francs. he&tates he was content with a low salary until the Bank was prosperous. Then he asked for the arrears, which were represented by the 200,000 and francs voted him. He: converted this into taels as he always converted the rest of his salary when he was Manager of the Bank in Peking. As regards the second charge. M. Pernotte states that when he left the Bank, the bonds were covered to the extent of 7,500,000 by mortgages and by 4,000,000 francs still in the Bank in cash,

THE HAGUE CONFERENCE.

London. June 19.

In a Berlin message from Moscow it is reliably stated that the Russian delegation to the Hague Conference will include Litvino, Rakovsky. Krestinsky, Sokolniked and Krassin. It will| follow the same treties as at Genoa and endeavour to accentuate the differences between the great powers in the Entente, especially Britain and France in order to enable negotiations for separate treaties with the powers. The utmost concessions will be madei to secure an economic agreement with Britain. The delegation

will beek to bring up for discussion Russian rights in the coastal region of East Siberia and will protest against the alleged support of the anti-Bolshevis! Government there by the United States, Britain and Japan.

SOVIET'S TRIAL METHODS.

The resolution moved by Mr. Ramsay Macdonald was passed at the Conference of the Second International in London. It is t couched in hot terms and expresses amazement that the Moscow Government decided before the trial ended that certain political prisoners may be executed. It calls on the working-class organisa- tions to protest against a sentence which is nothing short of murder, | coldly planned by a body of men who will add one more black act of vengeance to those already besmirching history's pages. 31r. Arthur Henderson declared that the difference between British Labour and the Moscow communists was the "difference between democracy and dictatorship.
