The German raply to the new conditions agreed upon between the Reparations Commission and the German Finance Minister has been received and is generally regarded as satisfactory. The chief change in the Commission's terms is that Germany is no longer told to impose a fixed amount of additional tamation, but to balance her Budget and make reparations in kind without further inflating the currency. The question of an international loan was important in influencing the discussions. Germany pleads that the Commis3 (on's demands for stringent economy, taxation and the raising of 30 internal loan are not fulällable without an international loan but, according the Paris correspondent of the New York Herald, the banking delegates.
