OF 10,000,000 YES. Tokyo, April 26-Today's issue of the Official Gazette announces the flotation of a railway loan by the government to the aggregals amount of ten million yen. The terms are: 93 yan issue value; 5 per cent. interest: redeemable in June 1923. The present issue is the first in the current fiscal year and its results are generally regarded as the test for success or failure of the Ministry's loan policy.

A recent issue of the Manches- ter Guardian Commercial contains

article written from notes compiled by a British Trade Com. missioner while travelling in the East Indies. The writer dis- cusses the organisation of British trade overseas, and outlines the various methods by which British manufacturers cap secure ade- quate representation in foreign markets. The two which seem to produce the best results, if prop- erly controlled, are the full-time traveller and the sole agent.
