The Russian note was delivered early this morning, intimating that the Russians are unable to agree to the idea of two separate Commissions on Russia.

The British delegation says the Russians misunderstand the position and expects the difficulties will be removed by the explana- tions forthcoming after the meeting of the Political Sub-Commis. sion to-day.
