The Allied memorandum to Russia was presented last night, with the French reservation that assent to the article respecting compensation for private property is subject to confirmation by the French Government. The Belgians did not sign the completed draft.

The long-expected Russian memorandum is completed and was despatched by fast motor-car at fire in the morning. It was delivered to the Soviets at Santa Margherita. Thirteen clauses are Introduced in the preamble, mentioning the proposed measures for reconstruction, including an International Consortium.
