For this state of affaire there are three main, and many sub- sidiary, reasons, all of which, with one exception' (that of the cost of repairs) apply with almost, qual force to all other great maritime nations. While the abnormal fall in freights due to the slump in trade the world over is the fundamental cause of the depression (as it will of necessity be the fundamental cause of any revival, the high operating costs to which practically all vessels are subjected nowadays-fuel stores, dues, dock labour and) wages are all so great an in- grease on pre-war figures as to render the profitable operation of ships at pre-war freight rates al practical impossibility. This state- ment needs to be qualified, olj course. by reference to those fow companies who, in spite of the depression, still manage to pay substantial dividends; bat on the whole it is applicable to shipping in all waters, and of all nations.

It is a regrettable anomaly that Great Britain, as the world's greatest stipbuilding
