The French contend that the agreement as involving Germany'a renunciation of her credit account with Russia violates Clause 260 of the Treaty of Versailles, which reserves German assets in Russia in favour of the Allies, and the Reparations Commission will prob ably declare this part of the Treaty null and void.
New York, April 19.
It is reported from Washington that President Harding and his advisers are ready to accept the Russo-German Treaty at its face value as a financial and peace settlement without any sweep- ing political significance. They are of the opinion that nothing in the Treaty condicts with the German-American treaty, inter- feres with American interests in Russia cr Germany or materially alters the status of Russia.

German circles informed Reuter that the German' reply to the Allied Note will be delivered to-day. It declares that the German delegation is ready to submit the Russo-German Treaty to the Con- discus- ference, but protests against exclusion from Russian sions, pointing out that this is a matter for decision by the whole Conference and not the Allies only.
In consequence of German assertions that they previously dis- cussed the Treaty with British officials, Mr. Lloyd George issued a statement to the French Press emphasising British loyalty to the French stipulations concerning the scope of the Conference. He declares that Britain and France will continue to co-operate and affirms that Britain is opposed to all ascendencies in Europe, be leving peice to be the great common interest.

The Daily Mail contends that the Russo-German Treaty nakes! Russia practically a German colony, adding that if the reports are correct that Japan is seeking a rapprochement with the Bolsheviks. the Allies will be faced with something very much like an alliance between Germany, Russia and Japan, wherein the German militarists will pull all the wires.
Several of the morning papers are inclined to consider the Allied counterthrust to be mild. The Times complains of the ab sence of measures na regards the Russians, and the Independent Liberal organs on reflection find little fault with the Treaty, as a recognition of facts, though they criticise the Russo-German procedure.
