· THE GENDA CONFERENCE.

Genoa, April 12 The Conference Finance Commission has adopted the proposals suggested by Sir Robert Horne to proceed on the basis of results of the work carried out at the recent meeting of the Allied experts in London, also to appoint a sub-committee to examine the problems and to propose solutions. The sub-committee will consist of repre- sentatives of the dive convening powers and from Germany, Russia. Holland, Czacho-Slovakia, Denmark and Sweden.

The conclusion of the first day's practical business was marked by expressions of satisfaction from the participants. The squabbles of No. 1 Commission were succeeded by a friendly atmosphere at the absequent meeting of its drafting sub-committee, whose constită- tion caused treable in the Commission's debates. The sub-comunities, which promises to replace the Supreme Council as arbiter of Europe's destinies, numbers eleven. Signor Schauzer is Chairm and the others are Mr. Lloyd George, M. Barthou, M. Theunis (Belgium), Baron Ishii, Dr. Wirth, M. Chicherin, M. Motta (Switzer- land), M. Branting (Sweden), M. Brantiano (Rumania), M. Skirmunt (Poland).

An outline of the Russian delegation's reconstruction scheme has been published. Russia will recognise the debts of the old regime, but as she is unable to pay she considers a moratorium necessary. A new juridical code will be presented to the Conference. providing guarante: for foreign capital and property rights. Russia, while adhering to State ownership, will grant concessions for mines, factories and agriculture. Spacial tribunals will deal with disputes between Russians and foreigners. The State will retain a monopoly on fuels and raw materials. Then plan also pre- vides for disarmament provided neighbouring and other Statea reciprocate.
