The Allied diplomats admit that Mr. Lloyd George rose not a moment too soon to dissipate the menace resulting from the French protest against M. Chicheria's sion outside the Cannes' agenda. His appeals were all the more effective because he refused to take M. Chicherin and the deadlock too seriously and his remarks restored good hamtur.

The first sitting was marked by encounter between M. Barthou and M. Chicherin.

After Dr. Wirth had declared that Germany was prepared to collaborate, M. Chicherin declared that Russia would accept the He asserted that the Russians wished to Cannes resolutions. negotiate on the basis of reciprocity and equality. He favoured disarmament, but demanded guarantees against external attacks.

M. Barthou, who had previously spoken. protested that M. Chicherin had referred to questions which Cannes had side-tracker. such as the so-called universal conference and prolongation of the mandate of the present Conference. He took exception to M. Chicher's references to disarmament as irrelevant.

31. Chicherin replied that 30. Erland, at Washington, said that France was unable to disam on account of Russia. They were offering to remove that objection.

STEAMERS COLLIDE.

Portland. April 11.

The Norwegian steamer Mesna from Christiania for Colombo, damazed. Singapore, etc., with general cargo, arrived serionaly but the cargo not damaged, as a result of a collision with the British steamer Padoa from London to Calcatta. The latter was slightly damaged, but proceeded to Calcutta.

The British steamer Scottish American from Abadan Swansea and the steamer Trieste collided in the Suez Canal. The former was damaged, but can be repaired. The damage to the Trieste is unknown.

London, April 11. The slump in shipping is further evidenced in Lloyd's Register's shipbuilding returns for the quarter ended March 31st. which show that merchantmen under construction in United Kingdoin -on March 31st was 2,235,000 tons, a reduction of 404,000 compared

with December 31st. The figure includes

London, April. 11. Following France and Belgium. Britalo-has now recognised the American claim to payment of expenses for the Rhine Army. Lord Curzon in a note to the American Ambassador in London, says be is communicating with the French and Belgian governments and hopes for a speedy agreement with regard to the most convenient method whereby the Aillos may co-operate to secure the desired eal.
