THE WASHINGTON TREATIES.

Washington, March 28,

Despatches show that the main interest in the Senate's ratifica- tion of the Pacific Treaty lies in the demonstration of America's con- tinued treaty-making power despite the constitutional obstacle re- rarding the treaty itself. Neither in the press or elsewhere is opposition manifested except as regards details, many holding that China should have been included and provision made to include Russis later. Otherwise there is general agreement that the treaty is a big improvement compared with the Anglo-Japanese alliance. Reservations to the treaties will certainly be forthcoming from Paris, both in the Chamber and Senate, but the prospect of serious opposition is negligible.

The Senate has unanimously ratified the Supplementary Pacific Treaty, excluding the mainland of Japan from the scope of the Pacific Treaty.

The Senate adapted without a roll call the reservation de claring domestic questions to be excluded from the scope both of the Pacific and Supplementary Treaty.
