The use of Grearms was to be adopted with the greatest! possible reluctance, after all other measures had failed. The jury: must also give due weight to the fact that the crowd was unarmed, and was menacing only by reason! of its numbers. The evidence was that two thirds of the crowd bad nothing more than umbrellas, and, possibly a third walking sticks.) The degree of necessity also was increased by the fact that Mr. King had at his disposal men arm-; ed with heavy weapons only, 庭 force effective only by ride are and in no other way. The pubile authority that despatched a mili tary force to perform a civil duty *f 3 kind that involved firing undertook a grave responsibility.
The Chinese Evidence. Later in his remarks, the Coroner said it was to be regretted that the Chinese evidence on the degree of tumult that the crowd had reached was so obviously un- reliable.
The Coroner suggested to the jury that in their verdict they answer the following questions:
1. What was the medical cause of death of Tam Shiu-plu? (The answer to that would be clearly
bullet wound.)
2. Do you Snd that the crowdļ while Mr. King spoke to it was an unlawful Assemble?

Was the tiring excessive? Is the death a case of man-
slaughter or justäuble homicide?
The Coroner said that to there| the jury might add any remarks that they might wish to make. Their duty W23 to Soswer in their verdict the first and sixth questions, the question as to the medical cause of death, and whe- ther it was a case of manslaughter or justifiable homicide. Faria, March 20,
3 Tardieu, eriting in the Echo National, contends that if M. Berthelt justly punished he must not remain the scapegoat. The writer seeks to bring in M. Briand who, he says, cloaked over and over again in the Chamber M. Berthelot's actions and also the President of the Republic. f. Tardieu adds that the whole Gov- ernment brought about this affair, therefore, the procedure of the whole Government must be investigated. This is all the necessary as the majority of ministers then in the Cabinet also ministers in the Cabinet to-day.
