It appears that it took the Council of Discipline a long tima to make up its mind as to the exact nature of M. Berthelot's inter- vention in the affairs of the Banque Industrielle. For four hours members discussed the matter before giving an opinion. M. Poin- cate was not present at the final sitting, but the report was sub- mitted to him and he is responsible for any punishment imposed on M. Berthelot. Generally, anspension from duty is for a limited period of Ave years and the fact that M. Berthalɔt has suspended ten years is taken to indicate that the Council took a serious view of the faults he committed. He was found guilty of committing imprudence of an administrative order and in insuf cently differentiating his duties at the Foreign Ministry from the interest he took in the Banque. It is not found, however, that he favoured the Bank against the interests of the State, and it is this circumstance which led to his being placed on retirement for ten years instead of being dismissed in the hour of his misfortune. It has not been forgotten that M. Berthelot rendered valuable services to his country during the war. He was political director at the Foreign Office during the tragic days of July 1914 and the itative he tork when the Premier, M. Vigiani, and M. THE FOUR POWER TREATY.

London, March 16

A special Washington message states that Senator Lodge thinks that the fact that opponents of the Four Power Treaty have agreed to cease further obstructive tactics ind.cates the recognition by Demperats that resistance is useless. The belief is apparently wall- founded. It is based on the knowledge. that two Democratic senators, hitherto counted among the opposition, notified Senator Underword of their intention to vote for the Treaty. Thas the Treaty will be ratified with a few votes to spare. The opposition between now and next week is trying to make converts, but it is not believed that they will be successful. The present indications are that the Senate will ratify the Treaty on March 24 by 65 to 26 votes. With the ratification of the Pupific Treaty there will follow the ratification of the maral and all other treaties agreed-upon at the Washington Conference.

THE NEW FRENCH NAVY.

Paris, March 16. Pending the presentation of the Government's complete narai programme, the Senate has invited a vote on the provisional pro- gramme for abandoning the completion of five battleships of the Normandie type and providing for the construction of three light cruisers capable of doing 34 knots, six destroyers of 3514 knots. The Naval Commission is unanimously of the opinion that sub- marines should play a preponderating role in the future of the pavy and they propose to build two submarines. 1.100 tons each. capable of carrying food for 30 days and having a cruising capicity of 7,000 miles.
