This money, which bas been alle cated by the Finance Commission, composed of eight Chinese and wight foreigners, representing eight rationalities, to the twelve provinces after an intensive study of conditions in those provinces, is part of the money collected through the Customs surtax, that bas been running for nearly a year now and which is removed next month.

That a serious situation obtains in these provinces can be seen from the telegram.s that have been received from the committees ia the field, studying the local con- ditions. "The people are dying now of starvation and cold at the rate of eighty a day." telegraphs the committee in Western Hunan. "We see them lying in the streets and highways. Hundreds of board coffins are being made for them. In dividing up the ten thousand dollars falready given them) we bardly know how to begin. We cannot do much with it to belp four hundred thousand faroine su ferers."

And from Shantung is added this: "The extent and severity of the famine is at least twice that of last season."
