·COMMERCIAL NEWS””

"MANILA" MARKETS, Mesaya, Warner, Barnen & Co., Lid, Manila in their latest circular to band stata : Our hemp market, which opened quite steady, gradually quietened down throughout the fortnight, all buyers being nervous on account, of heavy receipts.-The sugar market locally advanced during the fortnight, in sympathy with higher prices ruling in New York and Java. A fair quantity of. centrifugals changed hands on the basis of P.9.50 to P.10.00 per picul f. o. b. The recent unfavour- able news from New York, has had a quietening effect, however, and buyers have reduced their prices. Moderatetransactions have recently taken place. The weather bas been very unfavourable for grinding operations for superior sugar Nos. 1 to 5 grades, and and arrivals of this class of sugar rontinue to be extremely light- The copra market has rulad quiet throughout the fortnight, dealers resisting the declice, and being reluctansellers at prices offered by mills and exporters.-The coal market is unchanged. The rice market has ruled weak during the past fortnight and prices have declined owing to arrivals being in excess of requirements At the close, there is a slightly better tona in the market, but we do not anticipate that the improvement will be maintained,

LAWS AFFECTING INTER- NATIONAL TRADE. The standardisation by lead. ing countries of laws and reg ulations regarding export trade as often been urged in thesa page, and it is satisfactory to note that the United States Dept. of Commerce is taking the mat- ter op. From this department Mr. A. J. Wolfe, Chief of the Di- visioc of Commercial Law, writes that the lack of naiformi- ty in the laws of the various countries which appear as factors Alibux river Core Thirty Torp in the international exchange of Seven, from Amritaaz.

goods is felt as a serious draw. back by merchants and jurists everywhere. Standardisation is aturally a work of slow growth; is the inevitable effect of evolution in international mer. chandising. The time may naver be reached, of course, when all countries will adopt commercial codes of substantially identical tenor. Local conditione, the weight of tradition, sad radical divergence in the development of jurisprudence preclude this. But there is no reasou apparent why international agreement should not establish a 'certain the Amount of oniformity in treatment of various instruments of foreign commerce, such RS bills of lading. in regulating bankruptcy practice, in arbitrat inz commercial disputes, in affording recognition to foreign- judgments, in settling the difficult problem of double taxation, in [standardising patent, & ade-mark, and copyright laws. and in regalating the status of alien
