The Woosung Commercial Port Barean bas bean asked by a number of merobants to introduce a municipal system of govaris ment at Woosung so that trade and industry might be encourag- ed. A commission of three bas been appointed by the director, Mr. Chang Chien, to look into the matter.

It is reported from Peking that ex-Premier Chin Yus. peng,

General Wang Chan- yuan and Mr. Pan Fu, is co-operation with Mr. Lu Hai- buan, a prominent member of the Shantung gentry, bara decided to organize a big industrial co- poration to be capitalized at $50,000,000 and to operate st Tsingtao after the restoration of the leased territory by Japan. General Chin will, it is under- stood, be the largest individuat investor, contributing at least $3,000,000 from his personal

resources.

G. E. RAILWAY.

The Peking News Agency states that, owing to the strong opposition raised by China and Russia, the British and American Governments have agreed to give up their proposal of exercising international control over the Chinese Eastern Railway, thus avoiding ill-feeling among the Chinese and Russian peoples. At the same time, the Financial Commission to be appointed by the boarious Powers for the con- trol of the line will be withdrawa for the time being, but the rights invested with the Technical Commission will be somewhat raised. in order to give this Com- mission the right to supervise any loans to be raised by the Chinese Eastern Railway in future.

BOYCOTT OF JAPANESE GOODS. An undemonstrative but noze the less effective boycott has been proceeding against Japanese good in Tientsin recently, and an interesting side issue receives attention in the China trerliser (Tientsin). It says: "Regarding the mischievous report alleging that in retaliation for the boycott mov, ment now carried out by the local Chinese, the Japanese Mu- Inicipal authorities have started to impose a very heavy tax on Chines people residing in their core ssion. the Japanese thorities categorically desg the charge and declare that no fresh tax has been imposed upon Chi- nese or Japanes in the Japanese area. They state that the balk of the Municipal revenue is borne by Japanese residents. Chinese inhabitants being taxed
