THE PACIFIC TREATY.

Londra, Feb. 25.

It is reported from Washington that the majority in the Senate Foreign Relations Committee is in favour of Mr. Brandegee's proposed reservation to the Pacific Treaty absolving the United States of any obligation, legal or moral, relating to the insular possessions or dominions of any other Powers and stating that consent of the Congress must Arst be obtained to any adjustment or understanding under Articles one and two, but no obligation is imposed to give such consent Neither President Harding por Senator Lodge appear irreconcilably opposed to the reservation in this form. It is reported that pourparlers are proceeding in"New York, which, if completed, as seems likely, will make the Standard Oil. Company and the Anglo-Persian Oil Company equal partners in the development of the prospective oilfields in North Persia. The plans contemplate the formation of a Company, the capital of which they provide in equal amounts and are jointly represented on the Board. It is expected that immediately the deal is completed a geological expedition will be despatched to. Persia thoroughly to survey the fields before development is undertaken.
