SHANGHAI FREIGHTS. Messrs. Wheelock ant Co... Shanghai, in their circular of 9th. There is no change to report in either of our Outward Freight markets since last writing sa Chins New Year has intervened since then and it is rather too soon after the holidays for

a resumption of business.
