Paris, Feb. 10 The French Government has wired its representativen abroad, for transmission to foreign cabinets, a note on the forthcoming Genoa Conference. The note insists apan the expediency of the Allied Governments agreeing beforehand - about the Conference's scope, pointing out that the programme drafted at Cannes involves momentous principles, whose mistaken interpretation would have far-reaching consequences. The various treaties issued from the Peace Conference are New Europe's Magna Charta, and France. eannot accept their being called into question. The forthcoming Conference thus calls for a preliminary understanding, entailing preparatory work of some three months duration.—Havas.

Paris, Feb. 11.

Conversations are proceeding of a most friendly tone between the French and British Governments about the data and programme of the forthcoming Genoa Conference. France is insisting upon a defnite programme being drafted beforehand, which means the Con- ference being postponed for a couple of months, whereas Britain wants it to open at the beginning of March. According to L'Echo de Paris, M. Poincare also insists on an invitation being extended to the League of Nations. At any rate, Parliament is unanimous in support of.M. Poincare's viewpoint-Hara.

ARMY REDUCTION.

London, Feb. 11.

The Geddes Report suggests that the War Ofce should economise on its oversea garrisons generally by withdrawing or reducing bat- talions and employing native instead of British troops. It proposes specified changes at Malta, Gibraltar, Egypt, Palestine, Singapore and Ceylon, and declares that military reas:03 for stationing two infantry battalions in North Chins do not exist. The proposals will result in a reduction of twenty-eight battalions and twelve

BITTER FEELING IN IRELAND.

London, Feb. 11.

The bitter feeling between the North and South of Ireland, which arose from the kidnappings earlier in the week, is now intensified by a terrible affair at Monaghan yesterday. Twenty Northern special constables were waiting to catch a train at Clones when a party of the Irish Republican Army appeared and opened fire on them with rifles and machine-guas, killing four and wounding and taking pristner the others.

PROMOTION OF PEACE.

Washington, Feb. 11. President Harding has submitted to the Senate the seven Treaties negotiated by the Conference and requested ratification as a guaran- tee of peace. He declared that these Treaties end contradictions. remove ambiguities and establish clear understanding. They have not committed the United States or any other Power to any kind of alliance entanglement. They have been drawn up, like the unratifed Treaty of Versailies, in response to the manifest world hunger for better relations,, but contained no provision except the promotion of peace.
