The Submarine Question.

-Sarraut-stated-that France accepted in principle-not-only the Root resolution prohibiting the use of submatīties -^against); merchantmen but also Mr. Balfour's amendment binding the five| signatory Powers to abstain from such use of submarinas in the event of war among themselves. The French delegates also accepted an} additional Root declaratid" that any submarine commander violating. this law is liable to punishment for piracy

The exact nature of the French reservation in the acceptance of the proposal to prohibit the use of submarines against merchent- men is not revealed, but it is thought "it may have concerned a clear definition of the conduct expected from merchantmen in View of their immunity from attack.

It is understood that the Tariff Sub-Committee has reached a virtual decision with regard to the readjustment of China's schedule.
