THE CONFERENCE.

The suggestion that the submarine problem he left to some future world conference, in view of the dificulties encountered, has rained increased prominence. It is reported that President Hard- ing stated that negotiations for an enlarged conference are pro- gressing. The belief that land armaments would not be discussed again at the present conference is confirmed-by the news that the Italian, as well as the British, military representatives are going home.
