Washington, Dec. 90. The Chinese delegation has made a statement that unless the twenty-one Japanese demands are cancelled, the, principles adopted. by the Conference will only amount to a "map of paper."
The Chinese delegation in a statement demanding the can- cellation of Japan's twenty-one demands declare that the proceed- ings at Washington have emphasised China's desire for unifcation. Without a strong central government supported by strong parties throughout the country, they say that China cannot avail herself of advantages from the principles adopted by the Conference. They paint out that the Central Government, also strong men like General Chang Tso-lin of Yanchuria, General Taxo Kun of Tian- tsin, General Wa Pei-fu of Central China and Dr. Sun Yat-sen · of South China, are fully convinced of the necessity for co-opera-
tion. General Chang Tso-lin naturally considers his region the most likely to be affected by the Washington decisions, and they proceed to state that the Japanese 'delegation delayed the delibera- tions,regarding China" and are determinedly holding on to privileges in Shantung. The statement declares its famling that interests in Manchuria might be bartared away since Japan refuses to serap her twenty-one, demanda affecting their future. The delegation refers to General Chang Tso-lin's earnest attempt to secure the co-operation of all leaders in China and believes there is a very strong likelihood that General Wu Pei-fu will rally to the patriotic call. It reitarates that all men in China are thinking about unification and asserts that the leaders are willing to patriotically yield their positions, to a leader supported by the people. The statement concludes: "The Chinese delegation in Washington has the continued support of the people and whatever happens in China they represent China in truth."
