present time there are 420 steel sbips in actual service, and 25 undergoing repairs. These wessels are exclusive of the 1,019 ships that have been tied up or are about to be withdrawn.

WAR RISK.

Mr. Justice Bailhache bas given judgment in an action which raised the question whether the loss of a vessel was due to warlike operations. A P. and O.vessel had been requisi. tioned by the Admiralty, and after landing troops at Suez she was told to go to Gibralar for orders. On the voyage thither she came into collision with a Common. wealth steamer which was CETTY- ing cargo of ambulance wagons. At the time of the collision both vessels were being navigated ai full speed without lights, in ac- cordance with instructions from the Admiralty. His Lordship. beld that the vessel which was carrying ambulance wagons was engaged in a warlike operation. and that therefore the collision was the result of a war risk.

expenses for buckers and ship stores and the sum of £46 173 68 for Newcastle town dues, the

tabular sistement shows total ex- 3d for the period in question. A penses amounting to £2.112 2

correspondeat of the newspaper points out that the total includes £269 which goes in commission in the Tyne alone. But in times like the present he says there is no sense in demanding a freight commission of 5 per cent. and an addition in the form of an address commission of 2 percent, making a combined amount of £245 13s 3d for a coal cargo of 4,500 tons, the balance of £23 25 being com- mission for reporting inwandi and agency and clesting at Co- toms. Under any circumstances be states that the commission is disproportionate expenditure for a loaded abip, and con- (tributes toward accentuating the difficulties which British coal axporters now have to contend with in the attempt to recovet their former dominating position in foreign markets. Commenting on the tabolar statement of the items of expenses in detail, the Christiania newspaper states that the "individual items speak In flagrant language concerning the disproportion between freights and port charges. At the sams time they contain a serious warn- ing to shipowners against sending their vessels to Newcastle under the conditions prevailing there at present, and they shoold also giva the influential persoas there the support of shipping interests and definite bint to do their best to adjust unreasonable prices and charges beth on the part of private persons and on, that of the authorities.
