Washington, Dec. B. The preliminary draft of the Four Power Agreement is under stood to include four clauses, one of which declares that the agree- ment shall serve as a substitute for the Anglo-Japanese Allianes. It is also understood that the draft further provides for disenssions or ca ferences in case any dispute should arise, thus incorporating Pre- sident Harding's idea of a series of international conferences.
While the Four-Power arrangement is gaining increased sup port, other factors are shaping towards definite treaties of "under- standings." The latest problem prominent in the discussions re- lates to the fortifications of naval bases on the Pacide. It is intimated that this subject will be settled by separate treaty or other international agreement. The actual stata of the situation is closely guarded although conversations are apparently tending toward following sepante agreements: Firstly, a treaty whereby Great Britain, the United States, Japan and France agree to a period of discussion before going to war over disputes arising-over the Pacific Islands; secondly, a treaty or agreement relating to the 5-5-3 ratio and cognate questions; thirdly, a joint declaration of prin- ciples by all nations regarding the future of China; fourthly, a treaty wherein the United States and Japan would be the prin- cipals in settling the question of Yap; and fifthly, à Sino-Japanese agreement relating to Shantung. The Japanese delegation considers all these elements linked together, consequently Japan's attitude is likely to be delayed until Japan is ready to make a settlement in- volving all. A portion of the despatch from Tokio has been re- ceived, but the delegation is awaiting the receipt of the full text bafore indicating its position

The Times Washington correspondent says there cardinal points in the Quadruple-Power Alliance. The first Axes the territorial integrity of the region of the Pacific, each Power being bound not to attack the territory of any other. The second says that if the vital interests of any Power on the Pacific are menaced it will be morally required to consult the other Powers before taking action. The third is that in case of disagreements between any of two contracting parties the other two Powers will be asked to mediate and arbitrate. The fourth, provides the aboli. with exchange tion of the Anglo-Japanese Alliance, which ends
of ratifications for a new treaty. There is nothing in the agree ment concerning the reduction of naval armaments or Chinese problems.
Indo-China Not Concerned.
Paris, Dec. 9.
It is reported from Washington that M. Viviani conferred with Mr. Balfour. Admiral Kato and Mr. Hughes for two hours regard. ing the quadruple agreement, the text of which has been despatched to Paris. This recommends acceptance of the Japanese reply which is favourable and makes reservations regarding American naval base3. It is confirmed that the agreement will apply exclusively to the islands of the Pacific belonging to the Powers concerned Publica-" tion will be delayed until the Manchurian and other problems have been solved. The agreement does not apply to Indo-China. The French delegates are staying beyond December 14th, owing to the importance of the remaining problems. The quadruple agreement will be announced to a public session as 3 & the American Government has received the adhesion of all interested, probably at the beginning of next week. Regulation : naval aramamenta of the three great Far Eastern Powers will probably be announced the same day.
Childish Threats.
London. Dec. 9.
The Times in a leader criticising the attitude of the Chinese delegation at Washington says that Dr. Wellington Keo has proved himself very unpracticable. The writer declares that Chinese talk about the failure of the Conference and Chinese threats of with- drawal are childish. The first essential for the Chinese people is the development of a government that can in speak her name. She shows no sign of being able to create such a government her- self. The Times correspondent at Washington hints at a plan which has been mocted whereby eight Powers may undertake the task of endeavoaring to give the Chinese people a real chance.

The death, due to an accident, of Sir Arthur Pearson, G.B.E.. is announced. 1,250.00.

Business-The business comprises the manufacture of all kinds of Leather and the dealing in of hides and skins, and of all descriptions of goods and merchandise incidental to the business at such nature, and is carried on upon extensive, well-buill, commodious, and modern premises situated as Ha Tau Kok.
