It is understood that the Japanese have told the committee that they would later submit complete reasons for the presence of Japanese troops in China although they agreed with the principle that the presence of foreign troop; was a violation of China's rights, On the contrary the Chinese at length reviewed the present position and advanced detailed arguments in support of their demand for withdrawal. The other delegates took only a secondary part in the discussion.

The postponement therefore has caused astonishment, especially as it is indicated that it is due to Barin Kato's statement yesterday, that Japan is still hopeful of securing a 70% battleship ratio, al though Count Tokugawa declares that Earon Kato's statement is quite unofficial. The' Japanese delegation has not yet arrived at a decision, and moreover Baren Kate is only a technical adviser, not a delegate.

While there is no intention of complicating the armaments and Far Eastern questions by immediate discussion, Reuter learns that to reach an President Harding intends to make serious efforts agreement regarding future conferences. It is learned that if the Powers adopt the idea, the text conference will deal wholly-with world finance. Nothing is more significant than the desire of the Powers to please America, European feuds burn ercely for a few days, and are then extinguished when it.is seen that America dis- approves. ECONOMIC CRISIS IN HOLLAND.

The Giverament Commission on Besnomic Policy met under the presidency of the Minister of Agriculture. The Ministars of Labour and of the Waterstaat and delegates of the Ministries of Finance. the Colonies and Foreign Affairs were present. After a lengthy discussion as to the causes of the present economic difficulties, the Minister of Agriculture promised to appoint a small sub-commission to study the question of the desirability of preventing foreign com- petition and assisting national industry by temporary prohibitions of imports and temporary increases of import duties, or by granting industry credits: also a sub-commission to consider the degree to which the State in giving its orders might give national industry a larger or a different preference.

In a proclamation to the Cilician population, General Gouraud. the French High Commissioner of Syria, stated that all peaceful citizens are to enjoy equal civil rights, irrespective of religious creeds, which all are at perfect liberty to follow.
