COMMERCIAL NEWS.

YAWATA IRONWORKS, Mr. Shirani, President of the Fawata Ironworks, states that :he Department of Finance. ap- bears to be extremely embarrass- ed financially, and is determined to reduce all new outlay for ex- tensions during the next fiscal year, having already cut down by Y3,000,000 the new estimates for the Department of Agriculture and Commarve. Accordingly, the sum of Y8,000,000, desired by the Yawats Ironworks as extra- ordinary expenses has already been cut off, being transferred to the 1923-1924 fiscal year, and the extension work for the third term, which is now going on has to be effected with the Y20,000,-, 000 reserved as expense of other

extension work transferred forward. As regards operation expenses, both receipt and ex zenditure are about 79,000,000, assuming that the price of iron will be the same as during this rear, and Mr. Shirani beliaves that this ordinary estimate will not be cat down much. Coo- idering the many millions al- ready, spent on the Ironworks,, the fact of receipts and expendi

ure just balansing (evidently with the help of a large subsidy) ndicates that the money might 15 well have been thrown into

he sea.

RICE IN THE MARITIME PROVINCE

The Jiji says that rice-planting the Maritime Province, though only three years have passed unce i was first started, bas developed prodigiously, and the results, especially in the vicinity of Nikolsk and Grodekoff, are *atisfactory. The agricultural authorities of the province, much interested in this wort, bave organised an investigating Com missicu and have been paying attention to the lease of fields suitable for paddy, bolding the opinion that the province will make # voed rice-producing area'if the Russians themselves undertake the enterprise, employing Kore- ans. The Jiji goes on the remark that it is a matter for congratula- tion to the Japanese that the Russians have grown interested in utilising the upcultivated lands in the province for paddy? but that it is necessary Kfor Japanese to negotiate prelim narily with the Russians for the protection of the Koreans, who might be considered as the first to undertake the work, otherwise steps may be taken to exploit tbese Koreans. It is rather sur- prising to hear that rice flourishes in such northern latitudes. It will grow, of course, in Man- churia, and frequent regrets have been expressed that the Man- charians do not take to it,
