Home for Dogs Discussed

The annual meeting of the Society for the Prevention of Cruelty to Animals was held at the Helena May Institute yesterday afternoon. Mr. H. HL J. Gompert presided. The attendance repre- sented the different sections of the community and inchaled the Hon. Mr. H. E. Pollock and Mrs.Pollock, Hon. Mr. Lau Cho-pak, Mr. Ho Fook, Mr. and Mrs. Quarles van Udford, Messrs S.B.C. Ross, K. H. Kotewall, Lo Cheung-shul. Li Po kwai, J. L MePherson, J. P. Braga, A. F. B. Silva-Netto, Ip Lan-chuen, Chow Tung-shan and Li Yick-mul Mr. M. S. North- cote acted as Secretary during the meeting on account of the absence of MRL Frost, the Hon. Secre | ta ry.

The Chairman said that the S.P.C.A. at present had 233 mem- | bers. They had not done an enormous amount in the way of ac- tually getting to business because they had been hampered by finance, Many people would them Eke to run their own dogs' home, and it had been said that the scheme would mean the acquisition of an inspector fit was put into effect. The Society's difficulty was the lack of funds, for the employment of an inspector would cost about $4,000 a year and the erection of 'dogs' home would involve a considerable outlay. The amount of maney now in the hands of the Society was some 32,000. The Chairman con- sidered it would be better to wait till more money had come in and then approach the Government to meet the Society half way in the scheme. CHINA AT THE CONFERENCE,

Washington, Nov. 09. The text of the Far Eastern Committee's resolution, reported earlier, is as follows: "Recognising the justice of the desire express- ed by the Chinese Government to secure the abolition of foreign postal agencies in China, save, or except, in leased territories or therwise specifically provided by treaty, it is resolved (1) That the four Powers having such postal agencies shall agree to their aban- donment subject to the following conditions: First, that an efficient Chinese, postal service be maintained; second, that an assurance be given by the Chinese Government that they contemplate no change in the present postal administration as far as the status of the far. eign co-Director General is concerned. (2) To enable China and the Powers cauterned to make the necessary dispositions this ar- rangement shall come into force not later than (date left blank).

Pending complete withdrawal of the foreign postal agencies the four Powers concerned shall severally undertake to afford full facilities to the Chinese Customs authorities to examina ali postal matter (except ordinary letters, whether registared or not, which upon external examination appear to contain written matter) pass- ing through with a view to ascertaining whether they contain articles of dutiable contraband or otherwise contravering the customs re- gulations and laws of China."

A communique says that the Chinese delegation" has sent a statement to the Far Eastern Committee demanding the removal of various establishments placed in China by the foreign Powers with out treaty, including foreign troops, police and telegraph and wire- less stations. The Committee decided to discuss the statement at next meeting and also appointed a special drafting committee.

It is understood France would consent to adhere to the disarmament plan and also meet the German delegates at a subsequent conference provided she could rely on American support in obtaining reparations and if reparations could be linked up with the French debts to America in case of Germany's default, thus relieving France of her obliga- tions. It is stated that President Harding is using the question of the Allied debts as a political weapon in order to advance Ameri- can views as të disarmament in the Far East. The Naval Ratio.

Washington, Nov. 20,

Despite a persistent report, that Japan is prepared to yield on the capital ship ratio, the latest statement by Admiral Kato indicates that he at any rate intends to contend for seventy per cent for Japan, at to-day's meeting of the naval experts of the five Powers. He told an interviewer that Japan whole-heartedly accepted the reduction of armament bardens and was quite prepared to эстар capital ships in the course of construction and old battleships. He added that the naval ratio is a question of grave concem to the secarity of nations and hoped the United States will accept seventy per cent. for Japan which is the minimum strength required for her security.
