It is leared that speaking at yesterday's discussion on land disarmament, M. Briand oppased detailed discussion because France faced indisputable dangers and could not reduce her army unless other Powers supported har. He added that, without such guar- antees, the limitation of land armaments was impossible.

It is understood that the Far Eastern Committee decided that likin must be abolished.

The new arrangement under Mr. Elihu Riot's resolution implies the acceptance of the Bnancial Consortium by China and also the pooling of existing railway concessions as far as operations are con- cerned in order to prevent discrimination between trades of different nationalities.

Dr. Wellington Koo presented a plan for the restoration of the Chinese Tariff autonomy in three stages. A special sub-com- mittee is cosidering the plan which Mr. Alfred Sze explained was twelve and half per cent, duty from January 1st next, followed by a period wherein China will be permitted to fix her own rates, finally achieving complete autonomy.

Italy's desire to participate in the Chinese Consortium revealed in an interview with Signor Albertini, one of the Italian delegates at the Washington Conference and Signor Ricci, the Italian ambassador at Washington. Signer Albertini argued that Italian participation night remave some of Chire's objections to the

plan as a whole and added that the subject had not yet been con- sidered in any but a formal way by the Conference.

Dr. Wellington Koo on Chinese Tariffa Treaty, According to a Washington communique, the Far Eastern Com- mittee, at which Mr. Hanihara was present for the first time, dis- cussed the question of Chinese customs. Dr. Wellington Koo made a statement, emphasising that China did not desire to interfere at present with the administration of maritime customs or the devo- tign of the proceeds to the liquidation of the foreign loans upon which they were secured. He proceeded to give a brief account of the origin of the Chinese Treaty concerning tarifs and în concluding declared that as prices had mounted the Treaty Fowers had not requested a revision of the tarifs and China had not asked for a ravision as the revenue collected from other sources was inadequate to meet its requirements.
