A Tokyo report says: Accord- ing to the reports of the Finnace Department, for the month of [October, Japan's trade with China Amonated to Y. 24,711.000 in ex- [ports_and_Y. 12353,000-in-Im--- poris, the balance being Y. 12, 358,000 in favour of exports.

GERMAN DEALS IN RUMANIA.

A special Bucharest message to the Temps regarding the arrival of Huge Stinnes's agents in Rumania, declares that à regular invasion is taking place. Hun- dreds of Gorman agents are ira- versing the country, seeking to conclude deals and bug up whole industries.

ALLIED DEBTS CANCELLATION.

The Manchester (hamber of Commerce passed the following important resolution urging the cancellation of inter-allied war debts. "That this board urges upon the British Government the expediency of arranging for the cancellation oz remission, wholly or in part, of the inter-allied in- debtedness arising from the war. as one of the most practical steps which can be taken to ameliorate | the existing chaotic conditions of the foreign exchanges, which, in their opinioa, is largely respon. sible for the prevailing stagna'ion of trade and consequent uo- employment."

REVIVAL IN COTTON AND STEEL TRADES.

A distinct improvetient in the Lancashire cotton trade was re- ported at a conference in Man- chester last month of M.P.'s and members of the city's Chamber of Commerce. Orders weTA COID- ing in more freely, the conference was informed, and fresh machin- ery would be started in the near future. Sir Edwin Stockton pre- dicted ́hat unemployment returns in Lancashire-would soon show.a considerable decrease. There is also a brighter outlook in the iron and steel export trade. Recently a number of useful orders for rails. have been takon by British Arms at prices which disposed of American and Continental com- petition.

FOREIGN EXCHANGE MARKET FOR TOKYO. The Diretors of the Tokyo Stock Exchange are planning a foreign exchange market on the model of the London and other European Exchanges, says the Chagoi Shogpo. This new Ex. change will consist of a limited membership, which will include the bankers and chief traders in the city. The plan is said to be the outcome of a belief that the present quotations for drafts on foreign countries are not deter- mined on a sound basis, owing to which considerable loss and in- convenience is incurred by trad- ers. The promoters of the new Exchange hope to be able to de- termine the rates of Exchange with more accuracy, especially at this time, when the rates are subject to violent fluctuations. The Tokyo journal remarks that it remains to be seen whether a return to normal conditions will Exchange. justify the existance of auch an
