It is incidentally suggested that the development of China would be greatly forwarded by the construction of railways which would help other nations relations with Chica. It is indicated that no strong British objection will be made to the relinquishment of Wei-bai-wei and other similar leasehold territory.

It is authoritatively stated that Britain is anxious to do every thing possible to enable China to assume har proper place in the commercial world. Britain thinks that this is best attainable through the policy of the open door, leaving China free to carry out her awa destiny.
