Mr. McKenna has returned to England from America. In an interview he expressed the opinion that general.op.nion in Ameries was opposed to cancellation of the Allies' war dents. Where it was understood the debta could only be paid in the form af goods which the United States must accept, there was a desire to cancel the debts or make them subject to bargaining; but it was very doubtful whether the United States Gavernment, however willing its individual mem- bers might be to cancel the debta, could do so in the teeth of public opinion. The cancellatión of the debts of the United Kingdom was never discussed, nor proposed as far as he was aware,

Reater learns from a well informed source that the British Gov- ernment is making all preparations to begin payment of the interest on the British debt to the United States in April, but it is pointed out that the method of payment may be entirely varied by legislation by the United States for the creation of a financial committes under the Secretary to the Treasury to investigate the question of Allied debts.

THE WASHINGTON CONFERENCE.

Washington. Nov. 11.

Mr. Balfour has made a statement describing the Conference as a happy inspiration of President Harding. Mr. Ealfour is convinced that the objects of the Conference will be realized. He approaches his new labours in a spirit of confidence and high hope. “We must not expect the impossible, although what is within reach is worth the utmost efforts. I am convinced that all the representatives of the nations are resolved to make the Conference successful.”

The French correspondent of the Daily Telegraph at Washington, outlining the French attitude as regards the American open door policy in China, says that France is ready to renounce all rights under the Franco-Chinese Treaties of 1835, 1895-8 ielasive, which gave her an important sphere in the provinces of Yonnan, Kwangsi and Kwangtung. France has given a month's notice of denunciation of the modus vivendi regulating Franco-Spanish commercial relations. A semi-official statement explaids that this is due to the Spanish policy of protection, which unfavourably affects French trade.
