General Wang Hual-ching, ¡Commander of the Feking *Gendarmerie and of the 13th. Division of the Chinese Army, has issued an important circular jorder to all his subordinates dealing with the regulanon of the morale of the Pekinitas. The ļorder reads:-
Previous to the introduction of the modem police system intoTM China, the law was only main- tained by the militiamen in the various cities armed with bamboo sticks. All the civil and military. officers and officials lived in their Yamens and soldiers, 'in their barracks. But peace and order were preserved to the highest degree among all classes of the Chinese people and robberies seldom occurred. Now the time seems to have been changed be- canse daring robbery has been cccurred oven in the busiest centre of the Metropolitan Capital of China (this dencies the recent daring robbery by four bandit- soldiers in the west bity of Paking when the owner of the famous tea firm Woogeben'al” W15 killed because he could not pro- duce gold and silvarimmediately) and this sort of thing mast be stopped by all means.

The second deplorable sight is the change of the taste of the Chin- ese womenandgirls in their dresses and the extravagance which has now been exhibited by men. There
are, of course, various other causes which have COD- tributed to this sudden change, yet, it is widely believed that the presence of the actors and other unprincipled people from the foreign concession of Shanghai and Hankow is partially or chielly responsible for these unhappy happenings. Under 150 pretext of introducing new theatres ** 10 the stages of Peking, these southern actors or players, who are mostly men and women of low character, such as smugglers, kidnappers and brethel Keepers, have been found guilty of enticing and kid- napping the concubines daughters of wealthy or well-to- do people for vicious purposes. As Peking is the seat of the Central Government of the Chin- ese Republic where the foreign Legations are situated, these vicious, bad characters must not be permitted to remain hers un- der whatever pretext to the great detriment of the Chinese society. Let the new theatre" in the Chennan amusing-ground and ocher resorts be forthwith closed up by the officials-in-charge and all the so-called players be expelled from the metropolitan capital at once.
