REVIVAL OF SHIPPIO

There has been a conspicuous decrease in the number of iale Japanese ships for the past few months. At the end of August, there were 79 vessels of over 100 tons, with a total ton- nage of 126,326 tons, in the prio- cipal porta. In comparison with the end of July, there is a de- crease of 9 vessels of 20,890 tons. Owing, especially to the famine in Russia and the drought on the Continent, transportation to Europe has increased. The lift- ing of the embargo on Australian coal has animated the movement of ocean shipments. Shipping Board vessels from the

west coast of the Pacific is re- carded se a deadly blow to Far Eastern services of American freighters, while the proposed scheme to make Manila and other Philippine ports a centre of Far Eastern service of Americas shipping concerns is confronted by a gloomy prospect. According to the dispatch, since instruction was issued by the Shipping Board to the agencies of the Shipping" Board vessels prohibiting ship- ments of cargoes for the Far East. the field was invaded by foreign shipping companies who took advantage of the new policy" of the American Shipping Board at a time when brisk shipments of timber are expected "on" this line. The true intention of the instruction given by the Board appears to be that a decided step should be taken to tie úp the Shipping Board vessels with a view to the prevention of the reaction of freight rates. In the muuntime, a certain influential shippet who bas recently con- ducted an actual survey of the shipping situation in the South Seas reported on bis return from the investigation that it is "not advisable for the Shipping Board to construct shipping
