London, Sept. 20. According to a message from Washington, developments in formulation by the United States of a definite shipping policy may be expected sten. It is trustworthily stated that Mr. Lasker, Chairman of the Shipping Board, intends to advise the adoption of a policy of discrimination by the United States against all vessels engaged in "indirect trade." for example, British vessels plying between Britain and America will be unaffected but a discriminatory duty of 10 per cent. will be imposed en cargoes carried by British vessels between America and con-British ports. The rule will be applied to all nations but will fall hardest upon the British. Scandinavian and Japan lines.
If President Harding approves of this policy he will use the powers conferred on him by the Merchant Marine Act of 1920 to notify the nations of his intentien to abrogate treaties which do not permit of the application of this discriminatory rule.
JAPAN AND CHINA.
Londen, Sept. 20. The Morning Pat says that much satisfaction is felt in. British circles at Japan's latest offer to Chiga concerning Shantung though it is hoped Japan will go a little further in the way of concessions regarding such matters as railways. The proposals are considered as further illustration of Japan's willingness to carry out the undertaking given to the British at the Paris Peace Conference to ultimately restore Shantung. The opinion is also authoritatively expressed that the British Government is willing to consider in a most practical and substantial manner any, prepisals for securing the independence and integrity of China.
STEAMBOAT COLLISION.
London, Sept. 20.
According to a Port Said message the steamer Baron Elch has a big hole in her starboard bow and several plates and frames have been damaged. The surveyors recommend the discharge of her cargo sufficient to avertain the extent of the damage. The temp rary repairs will probably sccupy about a month. While the cost of living in Britain dripped two per cent, in August, an increase of 40 per cent. occurred in the United States. The cost, however, is only 60 per cent. above pre-war compared with 120 per cent. in Britain.
GALVANISED SHEETS FOR EAST.
London. Sept. 20.
Nine thousand tons of galvanised sheets, valued at $200,000, which is the largest consignment in the past year, was cleared from Swansea for Singapore, Shanghai and other Chinese, ports.
RUSSIAN FOOD TRAIN DERAILED.
Kiga, Sept. 20. Eyewitnesses state that the food train to Russia was derailed on Sept. 4. just outside the Latvian frontier. Twelve waggons of condensed milk, flour and meat were completely destroyed. It is suspected that the train was derailed so that it might be looted. The Committee of Commissors arrived next day and found only a few bags of flour and the rest mixed sand and aseless.
