WEDNESDAY, SEPTEMBER 1, 1921.
London, Sept. 6. Well-informed circles are not optimistic regarding the nature of the expected Soviet reply to a wirelessed request to permit a commission to proceed to Russia to supervise the famine relief work. The International Commission are anxious to begin their labours in South Russia at Novorossisk where the famine is worst and gradually to work northwards but the Soviet Government insists on relief being centred in Petrograd. The opinion is expressed whether in the latter case relief would penetrate beyond there. The official Russian Trade Delegation in Lendon meanwhile declare, that the period of the worst distress has temporarily passed but will reappear between the time when the surplus of the September harvest has been consumed and the next crop has been gathered unless help is forthcoming. According to their estimate the peasants in the famine areas require 700.000 tons of grain to tide over the interval,
THE PROBLEM OF WESTERN HUNGARY.
London, Sept. 6. The situation in West Hungary has become more serious. Vienna reports that 2,500 regular Hungarian troops have crossed the frontier into Lower Austria and attacked the village of Kirchschlag forcing the Austrian gendarmerie and national guard to withdraw with a loss of two killed and 20 wounded. After several hours fighting. Austrian reinforcements were despatched from Wienerneustadt. The Hungarian Minister in Vienna banded to the Austrian Chancellor a rete declaring that the Hungarian Govern- ment was ready formally to hand over Burgenland to the Entente Mission with Dedenburg and recognise Austria's sovereignty over it but would not evacuate territory until negotiations were ended. Austria however declines to enter into negotiations until Burgenland is handed over.
BLACK RACE CONGRESS.
Paris, Sept. 6.
While aiming at the enlightenment and welfare of the world's | coloured population and equality of treatment for all races, the Paris Black Race Congress expressed themselves averse to revolutionary or Bolshevistic tendencies. The congress paid France an unanimous tribute of gratitude and admiration for furthering the natives' education in all her colonies and allowing them to send their own representatives to the metropolitas parliament.
