Mr. Masumoto holds that nothing short of the elimination of the two hostile classes of Capital and Labour can solve the labour disputes which have been scising with un- comfortable frequency in Japan of late. His new schets is an attempt to carry his ideal into execution. It is said that the prefectural authorities are favourably inclined towards his enterprise, and are likely to give it-their support, though in some quarters among the Nagoya citi- zans his project is ridiculed as impracticable, especially at the present time when depression prevails in shipping circles. More details are necessary. Mr. Masumoto bas bad practical ex- perience in British dockyards.

Concerning the conditions of OCEAN TRADE MOVEMENTS. the principal shipping lines, the Jiji states that Japanese exporta of drygoods to Europe, though they are still depressed, bave im- proved to a certain extent. There have been some inquiries for the exportation of beans and oils From Dairen and Shangbal, while there seems to be a certain scar- city of bottoms. On the home- ward voyage, some shipments are also being carried. Things hare become better at large on the North American line since. July. From Csicuits are export. from Manila hemp, and from fed quantities of rattan goods, Japan peanuts. However Japso's exports of tea are small, a fact that is worthy of special atten- tion. On the homeward voyage there 15 timber. wheat, flour etc. in abundance, owing to the decline in the Pacific freight rates and in the price of Ameri- can-icon. The Australian route to Europe is not doing well, the only abipments being foodstuffs. Exports from Japan to Australia find themselves in a especially difficult position in competition with British goods, and it will be imperative that cargoes should confine themselves small bulk

The bomeward run enjoys some shipments of tallow, sulphate of ammonia, flour, cattle, etc. Af- facted by the decline in the prices of commodities in America, the westward New York line bus not yet been freed from its de- pression. Exports of nice and bamboo ware from Hongkong, cocoanut oil from Manila, and (sugar from Java, are all in s state of depression. Business is. alas bad on the homeward rus. The eastward line to New York is a little more reassuring than the westward, the last movement of sugar.rice, tea, etc. being satisfactory. It seems that it is difficult to score sufficient cargoes in New York for the bomeward voyage, but it believed that shipments of raw cotton from the southern ports [will aufice.
