PORT IMPROVEMENT AT NANKING.

The present economic possibil ities attaching to Nanking, with its rich hinterland.provided with rail- way communication on both sides of the river, can be expected to develop still further. when Pukow, on the opposite side of the river, is equipped to handle a larger business and when the accessibility of this harbour for | ships of deep draugh; is improved. On the 28th April the Pukow Development Office was formally Jestablished. It is proposed to erect at Pukow on an extensive water front a system of wharves, cranes, and godowns and railway facilities, with a view to enable deep-sea ships and others to load and dis- charge cargo without loss of time. A French engineer, M. Francois, who has much experience in the ¡construction of ports, has been specially engaged for the carry- fing out of this scheme. The Nauking barbour itself provides «fadequate berthing accommodation | for big ships: but between it and the sea there are two shoals that, during the low-river season, affect its accessibility for deep-draught vessels. Steamers with a draught of 24 feet may at low river pro- ceed to or leave Nanking for the sea, and at high rivera maximam

It has been reported that the Oaki Kisen Kaisha is operating a Tsingtau line în competition with the Nippon Yusen Kaisha, Osaka Shosen Kaisha, and Harada Kisen Kaisha. The Kobe Yushin says. that this is the result of a com- bination against the N.Y.K. and the O.S.K. being established in Tsingtao some time ago. Last December. Mr. Hayashi Kitebi... representing that combination. came to Kobe and asked the Yamashita Kisen Kaish and the Karibayashi Kisen Kaisha to run two ships of 2,000 tons evel, month, offering to be responsible for Y50,000 in regard to the mortily freight receipts and, furthermore, make up for any sum by which the receipts be smaller than the fixed sum. The [shipping companies, however, knowing the flimsy foundation of the combine, declined, on the ground that they were unable to compete with the powerful sub- sidised companies. The Oguri Goshi Kaisha has at last suc ceeded in its indefstigable éñorts and obtained content from Mr. Oaki to ran his ships. The local paper proceeds, quoting from a contribution called the "Man in the Street," that, in connection with his intention to compete with the N.Y.K. and the 0.8.K., he lacks an understanding with the consignors resident la Tsing- tau, and that as other nasubsidis- ed ships are operating abner- traordinarily low rates, be can never pay his own way fully. although he charges lower rates thau the fixed rates of N.Y.K..
