Washington, Aug. 10. BA unanimous agreement on Japan's acceptance makes opening of the Disarmament Conference on Armistice Day. It is! expected that an invitation will be issued without delay. Oficials epine that prompt replies will basten negotiations into the second -phase,-viz., the consideration of a list of subjects discussable. It is expected that the invitations will merely state the general purposes of the conference and possibly make the suggestion that each principal nation's representation shall aggregate only five or six. It is surmised that Mr. Hughes will head the United States group.

An official communique from Melilla states that hostilities bave Ceased. The enemy forces appear less nameron's, but on the other band other reports represent General Navarro's position' as more critical. He and his men depend for water on ice conveyed daily by Spanish aeroplanes. A gruesome story as regards the fate of General Sylvestre comes from Tangier, that a party of Arabs were displaying the Spanish General's head on the end of a spear.
