IDLE SHIPS.
There is an inclination for idle ships in Japan to decrease, it is now reported. In the harbour of Osaka where 40 per cent. of the idle ships throughout the country are lying. there Were 116 v:ssal of 93,504 $ >22< Ja.sc month against 121 vessels of 103,983 tons on the 11th April Since then, four ships totalling 10,993 tons have started active service again, while seven ships of 3,901 tons have been laid up. The O. S. R. Andes-maro (7,000 tons) and the N. Y. K. Kobemaru have bean tied up temporarily. The increasing demand for small ships is due to the fact that the Hokkaido district has entered on the fishing sJason, and that ship- ments from Dsiren and Vladivos tok here become active, in altition to the increase of the freight rate on cost..
BOMBAY FREIGHTS. The N.Y.K., QS.K.and P. & O. S.X. Co have decreased the dambay line freight rates. Be- -ides the Lima-maro, the Nippon Yusen Kaisha will put a tempor- ay ship on the European rat.

shipments from Japan are still small. Most of the cargo is from Chinese porta and Singapore.. Shipping companies obtain com- paratively small profits in pro- portion to the quantity of ship- ments as result of the decliner in freights. Owing to there being ex- pectations of the enforcement ofthe new American Customs duties, there were good shipments on the North American lice, but they have decreased little by little. Green peas and parcelzin are re- ported to be active, however. CIRCU VENTING THE PILFERER.
Pilfering frouï ships has boer: almost checkmated by steps re- cently taken by big shipping com- panies. Some big liners have reduced their loses by as much 19 90 per cent. In one case saving at the rate of over £200,000 year has been effected, bat even now the logs runs into some £20,000 per annum. This i proved state of affairs has been very largely brought about," said an official of the Chamber of Shipping, "by the adoption of a wonderful cross-checking system recommended by the Pillerage Committee, appointed by 1 be Chamber. Before our campaig against pilfering was started it was no uncommon thing for any ship belonging to one of the big lines to record a loss, from thefte of all kinds, of at least £2,000 per voyage. Some of the same ships are now reporting losses of about £200 par, voyage. Nevertheless, thieving is still very prevalent. Ship thieves will steal anything. If you sent an elephant by shipyou couldn't be sure that it would not be stolen. No class of goods 100 MS to be immude. In our view, it is not so much the people on the quay, the ship. for the railway that must be suspected, but those in factories where the goods are packad A ship will accept packages which, on being opened, are found to be three parts full of robbia many cases this rubbish doold have come only from the country of export, and some of the filed packages are very clever swin dles."
