Mr. Andersen welcomed the invitation of the Chinese · financial group to participate in the Consortium as likely to have far reach- ing consequences and possibly eventually laying the foundation of a strong administration. Ha concluded that Britain was an eld friend of China and Japan. The British were interested in the removal of the enuses of the Sino-Japanese friction while sup- porting cordial Anglo-Japanese relations.

At the inquest on the airman Hawker, the medical evidence showed that Hawker had long been suffering from tuberculosis of the spine. A post mortem discovered an abscess on the spine. A verdict was returned that death was due to the crashing of the Aeroplane of which Hawker lost control owing to physical disability,
otherwise misadventure.

The Australians commenced their match against Durham at Sunderland before 10,000 spectators, in dall weather and on a fine wicket affected in the early morning by rain. COST OF LIVING.

The Labour Gazette states that the cost of living on July 1st was unchanged as compared with June 1st. Decreases in some
prices were counterbalanced by increases in others.
Meanwhile, the Express declares that De Valera has offered Ulster at least all the powers possessed under the Home Rule Act. The Journal declares that the real bons of contention is Ireland's contribution of £18,000,000 annually to the Imperial exchequer. Sinn Fein wants to be relieved therefrom and thus be placed an the same basis as the Dominions, but it is stated this would raise England's income tax to eight shillings in the pound and corres- pondingly effect a considerable decrease in the Irish income tax.

The Rents Bill is, at best, only a palliativo. It is designed to com

bat "*rack-renting,“ but it does not increase the housing socommoda- tion of the Colony, There is even the danger thal the increase of Government control over privato enterprise, which the measure in- |volves, in more than likely to dis- courage the building of new houses. The whole question of the hous- ing shortage has still to be tackled. What is the Government doing to encourage privats enterprise în ike, direction of house building? And † why is there to great a shortage of bouses? The rents are high, tha demand is great, the profits must be very attractive, then why this shortage. The Asuhi sys that a revision of the Act governing the autumnal military manoeuvTES receiving the careful attention of |the authorities connerned. · The Art in force was promulgated in September 1915, and requires some revision in the light of the experience garnered by the war and other experiences. The pro minent feature of the contemplat ed revision will be that the Crown Prince can be given powers to superintend the manoeuvres by the Emperor, when his Majesty is unable to supervise them personally. The Act in force bas Do provisions whatever as to the superintendence of the Crown Prince, though it is provided that. the Chief of the Army General Staff can, be commanded by the Emperor to superistend it in his stead.
