A big banking syndicate has been formed in Tientsin, to be known as the Chihll Construction Corporation, with a capital of $35,000,000, and the declared object of establishing gigantio development enterprises in Chibli, including the opening of comTM mercial ports and the establish- ment of municipal administrations in the areas proposed to be lassed The capital is being furnished bath by Chinese and foreigners-- The Ministry of Agriculture and Commerce bar an yet nõ know. ledge of the ramifications of this project and has only received an application, which will be granted, for the opening op of Taingħa, near Tientsin. The incorporation agreement, which has been sign- ed by Tan Jui, Civil Governor of Chibli, states that $9,000,000, of the capital has already been paid up. The object of the parties (Chibli Provincial Government and the Chibli Construction Cor- poration) is the establishment of a joint stock company of limited liabilities. The Provincial Go. vernment is asked to grant the Company the right to construct at some suitable place on the sea coast of Chihli commercial maris, barbours, breakwaters, light- houses, wharves, godowns, and other establishments necessary for a modern commercial part. Sub- sidiary rights applied for include the paving of street, the erection. of houses, the supplying of ail kinds of municipal improvements, the establishment of a power station at Tangshan or other coal producing district for the supply of electricity, the eventual formation of a municipal council, police force etc, and the levying » of taxes. The Company saks for the right to develope various means of communication and to establish all kinds of industrial enterprises and commercial undertakings in the area. The Company shall have the right to
