The opening of the Ulster Parliament is hailed as the baginning of a new era in Ireland. Its establishment is recognised as a long and irretraceable step in the right direction. Though the event is apt to be over-shadowed owing to the black state of affairn in other parts it is opined that the Dominion Premiers, who will attend the Royal opening on 22nd June, will see and be able to inform their peopiss, many of whom are misled-and-deceived that there are two Irelands, one of which abhors violence and outrage under which the other lies prone and helpless. Partition everywhere is regarded as a distasteful and temporary expedient, and the hope is expressed

towards the Southern Parliament and work for a united Ireland.

SINN FEIN OUTRAGES

Loudon, June S.

A systematic campaign of telegraph and telephone wire cutting was carried out at midnight in the Uxbridge and Hounslow districts of Middlesex by six armed Sinn Feiners in a motor lorry, who, after serious damaging thirty wires, drove rapidly towards London. A man whom the Sinn Feiners held up with revolvers informed the police who are searching for the perpetrators. Similar outrages occurred in the Liverpool district at midnight.

The police intercepted the wire-cutters at Gateacre. Shots were fired on both sides. It is reported that the wire-cutters were surrounded in' a wood,

A large number of telephone and telegraph wires have been cut in several places round London, including telegraph and signal i wires on the Great Western and South Eastern and Chatham rail-

ways.

THE COAL DISPUTE.

London, June 8.

The coal position has decidedly improved, and strong hopes of A settlement are entertained. It is understood that the coal owners have offered an increase on the standard wage offer by twenty per cent. on the 1914 wage plus the additions since made. This will mean a very great improvement in many districts. The percentage of increase on the standard wage is assured for at least a year's wages. A fund will be created for the protection of lower paid workers, and it is stated that the owners are prepared to surrender all profits whatsoever for three months, thus lightening the calls on the Government subsidy and enabling the ten millions promised to be spread over possibly six months. It is opined that the initial reduction of wages will not exceed half a crown per shift and possibly cowhere will it exceed forty-two pence during the tem- porary period which will probably last for six months.

MINING IN CHINA.

London, June

The Times Peking correspondent, referring to the Society of Arts' recent offer of a prize for a paper on the mineral re- sources of China. points out that this subject has already been. exhaustively treated. He says that what is really wanted is a dis- cussion on the development of mineral resources in China. The Bureau of Mines at Peking does nothing for mining excep: draft strangulatory regulations. Thus, mining development in China, as far as foreigners are concerned, remains at the starting point of 1906.

IMPERIAL FEDERATION.

London, June 8.

Sir John Findlay did not advocate Imperial Federation; but on the contrary recanted his previous support thereof. He declared that he agreed with General Smuts that the only feasible method for inter-Imperial co-operation was the method whereon the Empire had relied in the past, namely a greater conference and concert between the over-se autonomous governments and the Mother Country.

AMERICA AND MEXICO.

Washington, June 8. The Government has proposed a Treaty of "amity and commerce" with Mexico, with a fundamental clause safeguarding American rights and property against confiscation. It is declared that definite written assurances have been received from Mexico as regards the latter.

The proposed Treaty with Mexico was presented to the Mexican President on May 27th, and the signing thereof will automatically result in the recognition of the Mexican Government.

FRENCH NAVAL PROGRAMME.

Paris, June 8.

The Government's naval programme includes the laying down this year of three scout cruisers of from 7,006 to 8,00A tons each and costing 70,000,000 francs; six destroyers. 12 torpedo boats and 12 submarines, each of 11,000 tons. The uncompleted battleship "Bear" will be, converted into a 'plane carrier. The total expen- diture is estimated at 755,000,000 francs spread over three years.

Startling Statements by Counsel For Plaintiff.

At the US Court. Shanghai, on June 1. before Flix Hotinut Judge C. S. Labiagier, the prolonged liti-| gstion between Mr F. G. Boulan and Mesars, tisstop, Williams & Wigmore was brought to a einna somewhat unexpectedly, when Me H. D. Bodger, for plaintiff, stated that the parties concerned had ar rived at na amable settlement.

Plaintiff's first claim against defendant firm was for G. $13,000 Bad Tis. 14,000, which the latter answered with a counter claim of T. 15.000: The second suit filed by plaintiff was for deconges to the tune of $300,000,

Mr H. D. Rodger, in mosing that the two claims be dismissed i gainst defendants, said that bis client buth in regard to the dam- ages suit and the first claim, bad arrived at an amicable settle- ment with MAESE. Gaston. Williams and Wigmore. All claims of plaintiff against the firm were settled upon the payment of Tis. 20,000 which defendants paid Mit Boulon on Tuesday.

The criminal action should never have been taken, said Mr Rodger, Mr Boulon's good Dame Bod character ought never to have been dacredited.

Mr S. Fessenden, for deleodsats, said that he concurred generally in The what Mr Rodger had said. criminal case should not have been filed. and it appeared to him (Mr Fessenden) that it was prompted by some personal acimus of couprel! in the case. I am glad to state, said Mr Fessenden, "that a solutive of the matter has been arrived at. sad friendly relations established between the partis."
