| JAPAN VLADIVOSTOK SERVICES. The recent activity in the Vladivos ok trade has led to com- petition between the Osaka Shosen Kaisha and unsubsidised : shipping companies, the latter striving to secure cargoes at lower rates than the former, According to the Jiji. the O.S.K. is now contemplating a -20 to 30 per cent. rebate system on the rates which were previously cut down, in order to place itself in a more advantageous position in competition with its rivals. The special products of North Man- churis, such as soya beans, bean cake, and wheat, are coming into Vladivostok in increasingly large quantities as a result of the towering of its freight rates by the Eastern Chiness Railway Company. that no such ruling has been made. The reports above referred to wefe perhaps based on a recent opinion rendered by the Attorney- General of the United States con- cerning in-transit shipments of liquors through the ports of the United Scate#. Parsoent to this, opinion. the Collectors of Castoms at all border and sex- coast ports were instructed under date of February 23, 1921, to re- fuse transportation and exporta- tioca entries for all intoxicating líquors not covered by probibition permite The effect would be to alop all fo-transit shipments of lintoxicating liquors from one foreign country to another foreigo County through the United States when not moving under a permit, obtained from the Prohibition Commissioner's office.
