The French Government to-day sent to the British Foreign Office s note suggesting the advisability of not settling the Upper Silesian question immediately and proposing to entrust to experts the preliminary consideration of the partition question.

THE COAL DISPUTE.

London, May 28.

Present negotiations between Paris and London deal with the question of the next meeting of the Supreme Council. Great Britain ¡desires an early meeting, but France urges the formation of a com- mittee of Allied experts, jurists, soldiers and diplomatists to examine every detail of the Silesian question before the Supreme Council assembles. Meanwhile Great Britain is urging a scheme for the creation of three zones in Upper Silesia to be occupied by Poles, Germans and Allied forces respectively.

ANGLO-FRENCH CO-OPERATION.

Tai Yuen-bai, Rector of Peking University, has concluded with | Lyons University an agreement for the creation in this city of one institute where Chinese students will complete their scientific education. The Minister for Public Instruction. Mr. Leos Berard, yesterday received Tsai Yuen-bei and granted him in the name of the French Government the grade of Commander of the Legion of Honour. Havas.

THE EXPORTS CREDITS SCHEME.

London, May 28.

The Government has introduced an amending bill in the House of Commons whereby £26,000,000 already authorised for the grant of credits in foreign countries will become available for guaranteeing drafts against shipments to all parts of the Empire, including Pro- tectorates and Mandated Territories.

Berlin, May 29.

Treasury drafts endorsed by the leuding German banka, repre senting the balance of the milliard gold marks demanded by the Allies by 1st May, have been despatched to the Reparations Com- mission.

The Government's proposals submitted to the miners and coal- owners to-day are identical with the Premier's speech cabled yes terday. As regards a temporary arrangement while a permanent schame is being evolved the proposals state that since it is plain that the parties are unable to agree to the terms of an arrangement for a continued period the matter must be decided by one of thres methods: Firstly, the establishment of a National Wage Board on which the coalowners and miners would be equally represented, with a neutral chairman; Secbadly, the establishment of a tribunal of three persons to decide the dispute;: Thirdly, reference of the dispute to a single arbitrator. The determining body must report within two months.

The Miners' Executive has decided to submit the Government's proposals to the districts.
