COTTON-GROWING IN CHINA.

The Ministry of Agriculture B07 Commerce has issued Instructions to all the Provincial Industrial Bucesus to popularize cotton-growing in their ad- ministrative areas. Cotton-seeda and directions for cultivating them will be issued free of charge.

OIL MILLS AT TIENTSIN. The oil mills in Tientsin are all of recent establishment. Two mills were opened at the beginn- ing of this year: the "North China Oil Mili" and the "Nation- al Oil Mill". There are altogether eight mille in the locality, four owned by Japanese, one by an Italian, and three by Chinese.. One of the latter, however, has naw closed its business.

HYDRO-ELECTRICITY FOR PEKING.

The Ministry of Agriculture and Commorce has received petition from a Tientsin merchant applying for permission to start an electric company. His plan is to make use of the hydraulic powers of the Yongting River to genorate sufficient electricity for the supply of Tientsin and Peking. The petition is to be discussed by the Cabinet.

PROVINCIAL LOANS.

The Chinese. Government has isaned instructions to the military and civil governors of provinces that no foreign loans of what- ever nature ure to be concluded by the provincial governments without the previous sanction of the Government. Louna which have been concluded and secured

national property without official approval will not be allowed to secure legal offect.

MANILA MARKETS.

Messrs. Warner, Barnes & Co., Ltd, Manila in their circular of April 15, state-Hemp prices have advanced considerably during the fortnight, owing to America having bought moder- ately, and an improved market also in the U. K.-Pressure of Cuban sugar being hurried to the U. S in order to obtain entry to that market under the old tariff, has resulted in prices declining in New York about 14 cf. per lb., our latest quotation from there being equivalent to 54 cts. I. t. Markot locally is rather quieter, in sympathy with the decline in the U. S.-The Copra market quiet at unchanged prices-The Coal market is without any 10W feature- During the last fortnight, the rice market has ruled firmer and prices have advanced lightly. The demand is principally for red class rico owing to same being much cheaper than is asked for white grain. The price for paddy have slightly improved, though there are few buyers on acoourit of the stringency of money.--- The American market for flour bas declined considerably since our last, and the general opinion is that the bottom has by no means been reached.
