JAPAN'S CROWN PRINCE.

London, May 7.

The Japanese Crown Prince has arrived at Portsmouth. H.M. Bhe King has appointed the Japanese Crown Prince Hirohito an Honorary General of the British Army.

At Portsmouth Reuter's representative went aboard the Katori and was received by Crown Prince Hirohito who gave him a message to the nation in which he said he was delighted to land on the beautiful shores of a noble ally. His admiration for the British people's past achievements was deepened by the moral grandeur they had displayed and the success they had achieved in the great war. This, coupled with the ties uniting the Island Erapiros created his desire to visit Britain. He then dwelt on the welcome accorded to him at British ports at which he touched on the voyage from Japan.

Crown Prince Hirohito is the subject of leading and special articles in the morning and evening papers. All testify to British appreciation of the meaning of the visit of the Crown Prince as a testimony to the reality, and value of Anglo-Japanese friendship. The articles describe the visit as a striking and romantic event, it being the first occasion that a member of the reigning house has quitted Japan since legendary times.

The text of the message to the nation which the Crown Prince Hirchito gave to Reuter follows. "After a long voyage of over two months I am extremely delighted to land on these beautiful shores of our noble Ally. The great achievements of the Briitsh people in the past for the progress of the world and civilisation have long been the object of my profound admiration. The moral grandeur to which they rose in the last great war, the brilliant success with which their indomitable efforts were crowned coupled with the fact closely united by the that our two Island Empires have been so strong ties of alliance have deepened the sense of my admiration for the British people and created in me the keepest desire to visit his country one day. Naturally I feel most be hat my long and cherished hope is now realized. I have cong the world's highway from the East to the west and had the very good fortune of calling at Hongkong, Singapore, Colombo, Port Said, Cairo, Malta and Gibraltar, practically all British ports. In all of these places u not merely by the British hearty welcome was extended to me authorities but by the whole population under their governance and I was profoundly touched by all the marks of friendly attention and hospitality lavished by them upon myself for which my sincerest thanks are lue. Not merely have 1 reen in all these places points of on me but 1 had an interest which left a lasting impression opportunity of witnessing with my own eyes all forms of activities peaking eloquently of the must efficient and wise administration of the British authorities. Short as my sojourn in this country will be I trust 1 shall be enabled to carry away a very pleasant and useful memory of my first visit.

Reuter's special correspondent with the Crown Prince Hirchito telegraphs from Portsmouth that a heavy south-westerly gale a meking the journey to the Japanese squadron at Spithead very un- comfortable. BOLSHEVIK AGREEMENT WITH SINN FEIN.

The usually well informed Philadelphia Public Ledger has revealed the startling fact of the existence of a draft Treaty between Sinn Fein and the Russian Soviet Government to be binding for ten years. The Irish authorities captured documents involving De Valera and others who are negotating for recognition and also arms and ammunition from Russia and trade rights. The proposals in- luded a clause affording reciprocatory recognition of religious sects concerning which Doctor McCarain who is now Sina Feia repre- sentative in Soviet Russia commented, "This gives us a good grip ou the Vatican and makes them less impressionable by British agents?

The reported approval by the Supreme Council of Marshal Foch's plan for joint military action and the hearty cooperation of the British and French naval staffs in preparing a possible naval de- monstration are considered favourable omena for a prompt and favourable settlement of the Allies' claims on Germany.

A London message states that the Allied Powers signed a common declaration that will be signified to Germany through the German ambassador in London.

The French National Union of Ex-service Men have wired to M. Briand in London an expression of the fullest confidence and a promise of support in the endeavour for making Germany pay for the ruin of thousands of French homes and the devastation of the fairest of French provinces.

According to Berlin telegrams which must be taken with reserve owing to the German anxiety to intervene militarily, the Polish insurgents in Upper Silesia number 100,000 compared with 15,000 Allied troops.

Paris, May 8.

The Conference of Ambassadors has issued a proclamation to the inhabitants of Upper Silesia that recourse to force will not influence the Allies decisions as regards alloting the territories in dispute. The latest reports indicate that the insurgents movement having reached its zenith there are now signs of abatement but it is reported that Korfanty, who is the Polish D'Annunzio and the self-proclaimed civil military dictator of Upper Silesis, asserts that "we will never give up one inch of the newly acquired territory."

SOVIET GOVERNMENT'S OIL CONCESSIONS TO BRITISH COMPANY.

A Riga telegram states that the Soviet Government has given a British Company large concessions in the Baku oil district, three- fourths of the oil produced to belong to the company, the rest to the Government.
