REPARATIONS.

London, May 5.

The Supreme Council last night telegraphed a formal invitation the to the United States Government inviting participation in Supreme Council Conference of Ambassadors of the Reparations Commission. The communique says that the Allies are proceeding from to-day on preliminary measures of occupation of the Ruhr German and invited the Reparations Commission to notify the Government at the latest on May 6 of its decision on the subject of The the time and methods of Germany's payment of the debt. Allies will summon Germany to declare categorically within six days of the receipt of the above decision, her resolution unreservedly to carry out the obligations, as regards reparations, disarmament and the trial of war criminals, otherwise the Allies will proceed on May 12 on the occupation of the Ruhr Valley and other military and naval measures. The occupation will last until the conditions are fulfilled.

At the conclusion of this morning's meeting of the Supreme Council the Allied ultimatum was handed to the German Ambassador and the Franco-Italian delegates left for home.

THE POLISH REVOLUTION.

London, May 5.

The Allies are threatened with a grave problem in Silesia where Korfanty, the organiser of the Polish votes at the time of the plebiscite, openly challenged both the Warsaw Government and Inter-Allied Control Commission. The former removed him from the post of plebiscite commissioner after the outbreak of the revolt. He has now issued a manifesto declaring himself dictator and appealing to the Poles to shake off the German bondage, announcing the establishment of a Polish Government as far as the so-called Korfanty line, and appointing the insurgent Dolliwa as generalissimo. There have been disorderly demonstrations at Warsaw against the British and Italians.

CHINA'S FINANCIAL PROBLEMS.

London, May 5. Commenting on a despatch of its Peking correspondent dealing with China's financial problems the Times infers that there is now a better prospect for the Chinese Government's finances to be placed on a sounder footing. Local banks are insisting on financial reform and the Chinese Consortium is definitely pledged to co-operative action. If increasing financial necessities induce sounder methods of finance on the part of the Chinese Government and lessen the Innds available for internal strife, there should be a prospect of the resumption of the Consortium's activities as the conditions of the world's money markets improve.

BOLSHEVIST BLUNDERS.

London, May 5.

The report issued by the committee presided over by Lord Emmott appointed last year to collect information about Russia shows that the Bolshevists made a fatal mistake in carrying out hasty nationalisation when the utmost care and discrimination were needed, after which industry broke down placing a discount on agriculture and production which brought no advantage peasants and engendered civil war, the ravages of which the Soviets made superhuman efforts to repair but complete economic collapse set in, and in 1919 compelled the leaders to realise the hopelessness of reconstruction without the employment of foreign capital.
