express themselves absolutely opposed to the claim. But it seems that most of them are agreed that it is proper to de- crease the rate by 20 per cent, or so, as at the present time of the

The Jupan Chronicle states: Many of the shipowners who have borrowed money from bank- ers on the hypothecation of their ships and have become unable to pay even the interest, are now selling. Bankers have experience in shipping affairs, and, moreover, find neither cargoes for the pledged ships to carry nor charterers for them. They have no choice but to tie them up, to their great loss. If the present situation continues, shipowners will, it is believed. become defiant and tell the bankers they can dɔ what they like with the ships,
